Encinitas School District Calendar 2023-2024 – OCEANSIDE — Board members for the Oceanside Unified School District approved a 3.75 percent increase and a $1,500 bonus for all teachers, support staff and administrative staff during a meeting Oct. 12.
Most of the increases, retroactive to July 1, were unanimously approved by school board members. The increase in administrative staff was approved by a vote of 4 to 1, with Vice President of the Board Eric Joyce opposing.

Joyce said he had already decided not to support a pay rise for administrative staff and said he showed no ill will and still appreciated the work the staff had done during the pandemic.

"Our budget is still in crisis," Joyce said. "I would not support an administrative salary increase if our budget is not in order."

Board secretary Raquel Alvarez previously agreed with Joyce, but changed her mind after recent discussions with employees.
"We need to see the work that was being done when others weren't," Alvarez said. "Our administrators stepped in when others didn't, and it was just as difficult as if no one else was."

"Everything was in place," Begin said. "Our administrators have worked three times to cover cases where we cannot find personnel."
Several borough residents opposed the approved pay rise, including Todd Maddison, who noted the borough's growing deficit over the next three years and the need for budget cuts.

"They're offering themselves another additional multi-million dollar raise," Maddison said. "Ten million dollars this year, more to come."

Maddison also referenced a letter to OUSD Superintendent Julie Vitale from the San Diego County Office of Education, sent out the same day as the meeting, which said the office had received the district's labor agreements and determined that their financial implications would be $9.5. million in the current school year, another $6.4 million next year, and $6.9 million in the 2023-2024 school year.

The letter warned that approving the deals would "exacerbate the district's structural deficit" and that the district must make permanent budget cuts of at least $5 million for the next fiscal year to meet the 3 percent reserve requirement. By 2023-2024, the district must add $25 million to the budget.
"Our office has serious concerns about the district's ability to reduce spending in the unrestricted general fund to the level required to meet the district's financial commitments over the multi-year forecast period," Assistant Superintendent Michael Simonson wrote in his Letter to Vitale.

By December 15, the district must submit a detailed plan to the district outlining how it will maintain the required reserves in fiscal years 2022-2023 and 2023-2024.
The board also approved two new types of positions for the district: teacher director positions and advisor/coordinator positions to support the independent study program designed for students who choose not to attend school in a traditional setting.

The supervisor/coordinator develops a course of study for each high school student participating in the program, and the supervising teacher supports students who meet the independent study requirements to complete the course.

During a June 28 meeting, school board trustees approved a $1.5 million budget surplus for the 2022-2023 fiscal year, which began this month. According to the general appropriations summary, the district expects to receive $280.9 million and spend $279.4 million next year, leaving the district with a ending balance of $1.5 million.
"I'm pleased to see that we're balanced," Chief Executive Stacey Begin said during a budget hearing on June 17. (Begin was absent from the final approval of the district budget on June 28.)

Deputy Superintendent Andrea Norman, who oversees the district's finances, explained that while the budget is in good shape, there are potential risks at the moment that could change things.
According to Norman, these risks include a slowing economy, inflation, supply chain issues, stock market volatility, the Ukraine-Russia war and a possible resurgence of COVID-19 cases.

As part of its solvency efforts, the district plans to continue working with the San Diego County Office of Education to closely monitor student enrollment and reduce staffing as needed. The county also intends to assess health and welfare spending and identify potential cuts in contracted benefits.

"We're in great shape but we have to be careful and keep working with the county," Norman said.

Conservative projections for the next two fiscal years show that the district will overspend $13.2 million in 2023-24 and nearly $14 million in 2024-25, reflecting the loss of state and federal funds due to COVID-19 , declining enrollments and average days is due to attendance and increased spending.
Public schools in California are funded by the state based on the average daily attendance of their students. This year the school had almost 92% attendance, which is below the usual 94%. The decrease in attendance is mainly due to quarantine restrictions due to COVID-19.

"If fewer students are enrolling and coming to school, less money is going into our schools," Norman said.
Each year the district loses about 410 students. The school district lost just 112 students this year, making the district better than management expected.

Todd Maddison, the father of a recent El Camino graduate, was also pleased to see the budget break even for the first time in five years.

While Maddison said he welcomed the idea of new apprenticeships in the district, he questioned the district's ability to maintain the positions long-term. He also questioned the need for additional pay increases on top of the annual pay increases already planned for existing employees.

"Rather than giving every dollar to existing workers … maybe we should think about the projected decline in school enrollment and do more of what parents want for their children to slow that decline," Maddison said.
