Hilliard City Schools Calendar 2023-2024
Hilliard City Schools Calendar 2023-2024 – Last year, school board members said Hilliard City Schools may need to apply for an operating tax on the 2022 ballot, but district leaders plan to wait until 2024.
The district last sought an operating tax in 2016, when voters approved a $4.5 million levy and a $50 million bond issue.

But now, based on Treasurer Brian Wilson's latest five-year financial forecast, board members have decided to follow the government's advice and wait until 2024.
"During the 2016 campaign, (we) made a promise to our community that if passed, we would not be on the ballot for another four years," board chairman Mark Abate said. We understand the tax burden on our residents and are proud to be able to keep it off the ballot for an extended period of time.
Ohio law requires school districts to submit a five-year financial forecast each November and a revised forecast each May, Wilson said.

Wilson presented the new five-year forecast at the Oct. 25 school board meeting. Revenues have been better than previously forecast, he said, and staff turnover caused by the pandemic has reduced staffing costs.
Although Hilliard won't see a significant increase in revenue from the new state budget model, "property taxes in 2020 and 2021 are better than projected in 2017" and "wages and benefits in 2020 and 2021 are expected to be Attention is less than expected." That's projected in 2017, Wilson said.
He said the cuts were made possible by redeploying staff to cover changes in learning caused by the pandemic and using federal aid to offset costs that would otherwise have been taken from the general fund.

Wilson predicted the district could break "even in the dark" in the current 2022 fiscal year, which ends June 30, but a "deficit" of about $7 million in fiscal 2023 and much more in the next fiscal year. will "spend" year with withdrawals from Cash Reserves that were $84.7 million on July 1. He said the reserve is to cover the deficit until the operating tax is passed.
"Deficit spending" is usually defined as spending more than revenues collected over a period of time.
If the county seeks a levy for the 2024 general election, Wilson predicted it would likely need five to six mills, possibly "closer to five."

The decision to wait until 2024 also means the district will wait until it can put a bond issue on the ballot.
Operating levies fund school operations, including transportation and staff, while bonds are used to build and maintain facilities and infrastructure.
At the start of the winter, Superintendent David Stewart and Vice President Mike McDonough will reconvene the core facilities planning committee, said Stacey Rutterman, director of communications for Hilliard Schools.

Before the pandemic, a committee of residents, staff and business experts conducted an extensive facilities assessment of every building across the county, he said.
"Reorganizing this group will help the county make short- and long-term plans for our facilities while maintaining current funding levels," Rutterman said.
He said the committee will also assess whether the costs associated with improving facilities and mechanical systems are not a wise investment on the part of taxpayers.

HILLIARD, Ohio – A petition by a group of Muslim students in Hilliard has resulted in the recognition of the Eid holiday in the first school district in Ohio.
"I thought it would be hard and take years," said Randa Hamad, one of several students calling for change.
He said many Muslim students take advanced classes and often skip the holiday when the school day rolls around to avoid exams or make up homework.

Because Lebanon follows the lunar calendar, it does not always fall on a school day. The holiday starts tomorrow.
The Hilliard Board of Education said the holiday approval will not affect the 2022-2023 school year, but will be considered in 2026 when the holiday extends to one school day.
"It makes sense that almost 20% of our students are away for the holidays this year, which disrupts the learning process for all of our students, this is another reason why the holidays make sense. Facilitate the celebration of Eid without sacrificing for the students. Work The school represents our district's commitment to inclusion, diversity and equity. We hope this tells our students that they are not only welcome here, but they belong here and are celebrated here.

The Ohio chapter of the Council on American-Islamic Relations (CAIR-Ohio) praised the school board for its action.
We commend these students for their advocacy work with the Hilliard Board of Education to recognize this important holiday for Muslims. Throughout the year, CAIR-Ohio responds to requests from Muslim students to excuse their absences for Eid al-Fitr and other Islamic holidays. This accommodation is not only an important aspect of an inclusive environment, but also a requirement to practice our faith without discrimination, and by including Eid al-Fitr as a holiday, the district also sends an important message that all students, staff and students of Amina Barhoumi, "Families are precious," said CAIR-Ohio Executive Director.
