The holiday structure will remain traditional, with a week off for Thanksgiving, two weeks for winter break and one week for spring break. Spring break will align with most school districts.

In order to meet Texas Education Agency requirements, 175 days of student instruction and 187 days of teacher contracts are planned, with a minimum of 75,600 work minutes.

Fort Bend ISD administrators informed trustees of plans to transition students from online classes back to on-campus learning in January at the start of the third semester.

The district continues to face challenges caused by a shortage of substitute teachers, scheduling issues, lower grades and student shortages, among other issues. Superintendent Charles Dupre said failure rates at the end of the first semester were "somewhat high."

"We're looking for a carrot and stick to encourage and motivate students to fully engage in their education and take ownership of their education," Dupre said. "We're also looking at ways we can engage parents to have a higher level of involvement and responsibility in their child's education as well."

Over the past three weeks, Dupre said he and administrators met with teachers and campus counselors via Zoom meetings and met in person with school principals and others to get their input as they planned for the third semester.
"The common theme that emerged was stability; keep things steady," Dupre said. "This is what was asked of us at all levels. They don't want more changes."

Issues caused by maintaining different major schedules for online and on-campus classes continued to draw feedback from many campus employees, Dupre said.
"Everybody said 'Get the schedules in line.' That was a common theme that a lot of people expressed," Dupre told commissioners. "But the people who have to do the work, the principals and the counselors said, 'If it means we have to go through what we just went through, then leave it as it is and make incremental changes. We can't do what we just did. We can't do it again.' So at this point — we're not changing schedules. We will keep them as they are."

Administrators proposed a new calendar to allow more time for teacher planning and technology system readiness to support students' transitions to the new schedules, which trustees unanimously approved.

The new calendar includes a new two-week spring break for students who will be out of school from March 15 to March 26, 2021, adding two extra planning days for teachers and three extra days to allow the technical department to prepare and build the adaptation system.

Administrators say the longer spring break also allows teachers time to work with struggling students to improve their grades and catch up on skills lost due to last spring's school closings.

Fortress Bd ISD stands out with honors. In 2010, the school district was rated "recognized" by the Texas Education Agcy.

The district is the only school district in the state to be named a National School District of Character in 2011 by the National Schools of Character program in Washington, DC—and only one of two districts in Texas to be honored with this designation. The Washington Post ranked Clemts, Austin, Kempner, Travis, Dulles, Hightower and Elkins high schools as the top seven high schools in the nation for 2011.
Fort Bd ISD was created by the merger of Sugar Land ISD and Missouri City ISD after the April 18, 1959 election.

The first superintendent was Louis P. Rodgers, who was superintendent of Missouri City ISD after the merger. Sugar Land ISD Superintendent Edward Mercer, became Assistant Superintendent.
Missouri City ISD was formed from Missouri City Common School, House Common School and Mustang Common School (Fresno area). Sugar Land ISD was founded in 1918 and expanded with the addition of Sartartia Common School and Clodine Common School in 1948.

FBISD was originally racially segregated, with white high school students attending Dulles Consolidated High School, with a permanent campus in Sugar Land, and black high school students attending M.R. Wood School in Sugar Land.

In the post-desegregation era, Dulles was the only high school in the district until Willowridge High School opened in 1979.

Rodgers died in May 1967 and Mercer became superintendent. Lawrence Elkins succeeded Mercer after he retired in August 1974.
In 1969, the school district had 1,000 students and counting. Between 1979 and 1997, the new secondary school operated with an interval of no more than five years. The district has become the fastest growing school district in the state of Texas.

Part of Stafford used to be part of Fort Bd ISD, but split off to form the Stafford Municipal School District. In 1977, FBISD portions of the city of Stafford left FBISD for Stafford MSD, and in 1981 the move was found to be constitutional. Residents in Stafford's ETJ are served by Fort Bd ISD, not Stafford MSD.
